If the Mayor fails to comply with your warrant requests too often, feel free to demote him. Arrest the player if he is home, and unfreeze each of his props with the battering ram so long as the warrant lasts. All you need to do is send a search warrant request to the Mayor with a stated reason for searching a player's house ("drugs" or "drug raid" or "printer search" are usually the best reasons), await approval, and then break down the door and take all of his stuff. Should the above option be for whatever reason be impossible to implement, the next best method of keeping your streets clear of those pesky players is "drug raids".The standard Glock which you spawn with is good enough for dispatching unarmed civilians, however, if you really want to cause some carnage, an MP5 which some servers allow CPs to buy directly from the F4 menu will work nicely, but the absolute best weapon for this task is the M249 Squad Automatic Weapon, with a 100-round belt and a cyclic rate of fire of 775 rounds per minute. Once the fences are set up in front of the spawn, it is only a matter of shooting into the crowd and racking up the kills. The easiest way to do this is to fence off the spawn area which some maps such as rp_downtown_v2 and subsequent versions of the map have. As a CP, your job is to exterminate all players in an ethnic cleansing campaign.Use the Fading Door tool on these props, and when you feel comfortable, activate them, shoot the officers in question, and then deactivate them. Fading door tool comes in handy here, as you can spawn a storefront fence prop, paint it with the material tool, and use it as a one-way window to observe incoming police officers. The most fun way to kill cops, by far, however, is to fortify a building, trick them into thinking you have a printer, and then shoot them as they come to destroy it.Having a medic will also help a lot, as any of your men who get shot can be healed by them, which means that they stay alive longer, which means that you don't have to buy them guns as much. You will need at least one gun dealer and one theif. To do this effectively requires lots of manpower, so be sure to alert your local gang of this and have them join in on the fun.
Another good way of killing CPs is to build barricades in the streets surrounding the department and lay seige to them.When they come to your aid, shoot them in the face. Let the cops know where you are and request immediate backup. To take advantage of this, what you should do is jump off of a building or drop a wooden crate on your head and then use /911 in chat. Many servers have a "/911" plugin that allows you to call cops to your immediate location if you've recently taken damage. One of the easiest ways is what I like to call the "Life-Alert Ruse".
